Unless you're absolutely passionate about that motor, I would not do a performance rebuild especially considering your mileage. As it stands, it will take a lot to make any sizable gains.
Your best bet is a swap. You have quite a few options as to how to crack this. Your only limiting factor is your engine bay, as it's smaller than the later years. What that means is a 6 cylinder swap won't fit without adjusting the firewall. Otherwise, you have a plethora of options for ej20/22/25, including the transmission.

Re: engine rebuilds or swap
A couple of guys here did the swaps themselves and a few are doing hybrid builds. Chaz2.5 just did the swap in his RS himself and can tell you what to expect mechanically.
Wiring is a bit of a bitch. You'll have to redo you're entire wiring harness. If you're extremely familiar with the harness, it's possible to rebuild it in half a day. Otherwise, expect to spend the weekend redoing it, provided that you know what you're doing.

I think the limiting factor is what will your budget be?

Re: engine rebuilds or swap
I vote swap! It'll run ya about $1500 more than a rebuild. I'd be down to help if you want to do it yourself.

Re: engine rebuilds or swap
Bear in mind that regardless of what motor you go with, it'll still take some massaging to get a few things to fit as well as a few supporting parts. Otherwise, EJ20 either JDM or USDM is my recommendation. for a basic swap were this my car.

Re: engine rebuilds or swap
For turbo, cheapest is jdm ej20. However, not OBDII and if it goes good luck getting parts. USDM WRX would be the way to go for swaps. Wrx tranny $800-1000 shipped, engine $2500 for everything. $600 iwire harness merge. No wire merge necessary if you swap wrx dash.

Re: engine rebuilds or swap
Seriously though jdm swaps (engine and tranny) can be had for like 2000 shipped. Highly recommend Iwire for harness merge.
